		<description>Mr. Libit: While Judge Kirby may had what you describe as a &quot;one man reform campaign&quot; for education vs. punishment for non-violent offenders in Cook County Jail, many innovators such as Rebecca Janowitz, Director of Re-Entry Policy for the Cook County Sheriff and Rich LaBrie, Director of Day Reporting at Cook County Jail, were responsible for the genesis and start-up of the virtual jail school connected to the Chicago Public School System. They obtained funding to operate, administer and supervise the virtual school program. Mr. Malcom Rich has not had anything to do with this innovative and cutting edge rehabilitation program. While Mr. Rich may think it&#039;s a great idea, and it is that, his support for the program has been from a distance within his own non-profit corporation.
       Reform minded judges like Judge John Kirby have also helped and supported the virtual school program by ordering many non-violent offenders into the Day Reporting Program, rather than into jail lock-up, where they are offered hope, drug and alcohol rehab, job counseling, and an education. This recent change of heart by judges is a new important, ground breaking policy for Cook County and will have a major positive impact for the participants and the community. Visit Ms. Janowitz &amp; Mr. La Brie&#039;s program to learn more. But get there early. School starts at 8 AM.</description>
