Jackson's point about impact. My understanding wasn't that he was saying certain black and poor neighborhoods got more cuts than other neighborhoods -- I took the point to be that in neighborhoods where people are more dependent on transit, and buses in particular, the same level of cuts will have a greater impact than in neighborhoods where people aren't as dependent and have alternatives.
