		<description>This is a great analysis, but I think you totally missed Rev. Jackson&#039;s point about impact. My understanding wasn&#039;t that he was saying certain black and poor neighborhoods got more cuts than other neighborhoods -- I took the point to be that in neighborhoods where people are more dependent on transit, and buses in particular, the same level of cuts will have a greater impact than in neighborhoods where people aren&#039;t as dependent and have alternatives.</description>
